The letter is an example of the full block letter style with mixed punctuation.

In the full block letter style, the letter parts are blocked at the left margin. This includes eleven items, such as the heading, date line, inside address, salutation, complimentary closing, all signatures, type name, title, and any notations. You will find that this format is very easy to do with modern word processing programs.

Mixed punctuation means that the punctuation at the end of the letter parts is limited to a colon after the salutation and a comma after the complimentary closing. Of course, if you are using according to accepted English practice.
